Re: No-cost extension of the PCA for the Cluster Coordination Project of the IASC Global WASH Cluster with RedR-IHE
We would like to request a four-month extension of the Cluster Coordination project of the IASC Global WASH Cluster until April 30, 2008. This will allow the project activities to be completed and to incorporate Tri-Cluster training of Cluster Coordinators.
PCA:
The PCA (PCA: PD/WES/PCA2007-03) for this project for $306,600 was signed by UNICEF on February 21, 2007 for 10 months, with the 1st payment clearing on 29 March 2007. The end date written in the PCA is November 30, 2007, although 10 months after receiving funds is 29 December 2007. All three instalments due have been paid.
Progress to date:
Activities and deliverables from PCA:
1: Identify competencies, write ToR, identify and assess potential coordinators: Complete

All quarterly programmatic and financial reports, as specified in the PCA, have been received.
Reason for delay:
Discussions over the internal UNICEF management arrangements for the project caused a delay of four months in the start of implementation which resulted in a delayed start, but also difficulty of recruiting consultant trainers, who had made other commitments in the interim.
Impact of delay:
The impact of this delay has been on other RedR-IHE projects that have had to be pushed back, or are running at the same time, making focused implementation more difficult. This condensed timeframe to complete the work lead to RedR-IHE needing to employ an extra staff member on a temporary basis to be able to cope with shorter timeframes in identifying and selecting Coordinators. RedR has worked hard to accelerate the programme to reduce the delay.
Julien Temple, EMOPS Geneva, involved in the management of the project, also supports the time extension of the project.
Expected achievement by new date
The requested four-month extension would enable RedR-IHE to achieve the results of the project.
Additionally, the WASH Cluster has been in discussion with the Nutrition (lead by UNICEF) and Health Clusters with the view of working together on a joint Cluster Co-ordinator training. It has been agreed now to move to do a joint training in early April 2008. The WASH Cluster’s involvement is key to this as we are the only one of the three clusters who have ran a specific cluster co-ordinator training and therefore the others are relying on the work already done by the WASH Cluster. It is therefore proposed to also extend this project to the end of April 2008 in order to facilitate the WASH Cluster’s seamless involvement in the proposed multi-cluster training.
Request
The four-month extension from date of receiving funds, to April 30 2008, is therefore requested in order to achieve the outputs of this project.
